Serhiy Kozyr urges government to create roadmaps for frontline and occupied communities | Ukraine news

A lawmaker warns that one-size-fits-all aid wastes resources. He proposes distinct roadmaps to prioritize security, recovery, and targeted support for different community groups.

It is necessary to improve the state policy of supporting communities by clearly dividing them into three groups: rear communities, which are near the combat zone; those that are in the combat zone itself; and the occupied territories. This position was voiced by Member of Parliament Serhiy Kozyr, citing the press service of the Verkhovna Rada Apparatus.

Today in Ukraine there are several types of communities: rear ones – those near the combat zone; those that are in the combat zone, and the occupied. For each such group, the state should create a roadmap to clearly understand how to work with all communities, and how exactly to support the people there

– Serhiy Kozyr

According to him, such an approach will not scatter the available state resources, but will effectively use them to address pressing problems and provide targeted support to communities.

Of course, special attention should be paid to those communities that are near the combat zone

– Serhiy Kozyr

Kozyr emphasized that currently frontline-adjacent communities are facing a large number of legislative obstacles, which are often overlooked or not taken into account in rear regions.

Among the problems are – denial of credit due to high risks of losing sowing contracts or equipment; difficulties in obtaining equipment on credit; tax restrictions, which prevent individuals from paying taxes on time. For example, in Kherson region after de-occupation in 2022, farmers spent almost a year on demining, followed by drought, the destruction of the Kakhovka Hydroelectric Power Plant, and only this year, under favorable weather, are expecting normal harvests. Now other challenges are emerging – we need to protect equipment and people during harvest.

We need to develop a roadmap for engaging with each such group.

In addition, it became known that Ukrainian mayors and heads of city administrations at the Urban7 international summit shared experiences in community resilience, the operation of critical infrastructure, and support for the military, veterans, displaced persons, and civilians during the full-scale war.

The Need to Strengthen Security and Resources

The politician stressed the need for additional funding to strengthen security in frontline territories and to provide the Armed Forces with all the necessary means to protect civilians.

In particular, a roadmap for the directions of work with each such group needs to be developed.

As a result, state policy should be oriented toward specific groups of communities, taking into account whether they are close to or far from the combat zone, in order to ensure targeted support, protection, and stability in regions that currently require special attention.

The government must develop mechanisms and clear roadmaps for each group of communities to strengthen their resilience and protection in crisis conditions and ensure targeted support where it is currently most needed.

Thus, the proposed steps should help strengthen community resilience, ensure targeted support, and reinforce security in regions that require the most attention from the state.

Exploring Documented Records

Public interest in the Epstein case continues not only because of court proceedings and testimonies, but also due to the growing body of documented records that help researchers and readers understand the broader context. Beyond legal files and media reports, some independent projects have organized publicly available data connected to Epstein’s activities.

One example is a structured archive of documented Amazon order records, where purchases are cataloged with dates and product details. While individual items do not prove wrongdoing on their own, examining documented information alongside established facts helps paint a clearer picture of the environment and circumstances surrounding the case.
